The Mission of the Animal Control Division is to provide safety to both animals and people in the Town of Billerica. Our goal is achieved through educating the public, enforcing state and local laws and resolving issues in a timely manner while promoting the care and well being of all.
Animal Control is Managed by Lieutenant Commander of Operations John Harring.
The Town currently employs one full-time Animal Control Officer (ACO), Christine Gualtieri. Beginning on July 1, 2014, Animal Control began officially reporting to the Police Chief and is now managed by Lieutenant John Harring. In the past, this function fell under the Town Manager’s Office.
The town also plans to hire a second full-time ACO.

Annual Dog Licensing License Fees
The fee for every dog licensed shall be as follows ($10 late fee assessed after March 10th):
- Six Dollars ($6.00) for every neutered male dog
- Six Dollars ($6.00) for every spayed female dog
- Ten Dollars ($10.00) for every male and female dog
