BILLERICA — Billerica Police, with major assistance from Chelmsford Police and several other law enforcement partners, have arrested and charged a Chelmsford man with using a stolen identity and distributing cocaine in the region.
FELIX GARCIA, age 60, of CHELMSFORD, was arrested and charged with:
- Identity Fraud
- Possession or Use of a False or Stolen RMV Document
- Operating a Motor Vehicle with a Suspended or Revoked License
- Possession of Cocaine with Intent to Distribute (Subsequent Offense)
The Billerica Police Department was notified in November that an individual was allegedly distributing drugs in the area and opened an investigation, assisted by Homeland Security Investigations (HSI), the Social Security Administration (SSA), and the New England State Police Information Network (NESPIN).
That investigation determined that an individual identified as GARCIA was using at least three stolen identities and living in Chelmsford, and that GARCIA was wanted on an active Massachusetts arrest warrant under one of his identities.
Police obtained an arrest warrant from Lowell District Court charging GARCIA with Identity Fraud, Possession or Use of a False of Stolen RMV Document and Operating a Motor Vehicle with a Suspended or Revoked License. Police also obtained a search warrant for GARCIA’s residence on Brick Kiln Road in Chelmsford.
On Monday, Dec. 22, Billerica Police, with assistance from Chelmsford Police, HSI, and SSA took GARCIA into custody without incident.
A subsequent search of GARCIA’s person and residence located 10 bags of cocaine, weighing approximately 8 grams, over $700 in cash, and drug distribution paraphernalia. The search also located a fraudulent Puerto Rican birth certificate and Social Security card.
Chelmsford Police later charged GARCIA with Possession with Intent to Distribute Cocaine (Subsequent Offense).
GARCIA was arraigned on Monday, Dec. 22 on the Billerica charges and was released on personal recognizance bail. GARCIA will be arraigned at a later date on the drug charge.
“I want to recognize the diligent work of the Billerica Police Criminal Investigations Bureau, which conducted a complex investigation to determine this defendant’s identity and to file charges,” said Chief Roy Frost. “Once the defendant’s identity was established, we were able to collect additional evidence and also obtain a search warrant. This work was professional, detailed, and involved multiple law enforcement partners whose support we greatly appreciate.”
These are allegations. All defendants are innocent until proven guilty in a court of law.
